60 Plus Association Statement on Third-Party Litigation Funding Bills

Today, the 60 Plus Association issued the following statement urging the House Judiciary Committee to advance H.R. 1109, the “Litigation Transparency Act of 2025” and H.R. 2675, the “Protecting Our Courts from Foreign Manipulation Act of 2025”:

“Congress has the opportunity to bring sunlight into our courts and to stop foreign manipulation of our Justice System by passing the ‘Litigation Transparency Act of 2025’, and the Protecting Our Courts from Foreign Manipulation Act of 2025.  Together they will enhance transparency and oversight of third-party litigation funding (TPLF) in U.S. courts. The lack of transparency in TPLF allows funders, including foreign adversaries, to exert undue influence over settlements, exploit vulnerabilities in our legal system, and advance their own strategic, economic, or political interests.

It is important to stop foreign entities from weaponizing American courts by targeting critical industries, accessing sensitive information, and driving up litigation costs to harm American businesses. And by requiring uniform disclosure of TPLF in all federal civil litigation, these laws will safeguard national and economic security and ensure our courts remain a tool for justice rather than a playground for hidden financial interests.”
